Most of the major environmental challenges we are currently facing are the result of the perceived energy abundance during the past century. With the EU set to miss its target of increasing energy efficiency by 20% by 2020, and with growing calls for the EU to adopt a 30% emissions reduction target by the same date, our aim is to assess the contribution to energy savings which could be made by cities, their buildings and their citizens.

Does size of cities and buildings determine how low-carbon an urban area can be? Should policy levers focus on existing cities and inner-city areas, particularly on density, energy infrastructure, public space and transport? Or is the solution to develop new high-tech developments outside existing areas? How critical is the role of (local) government and do we all need to re-think our behaviour?
